Chief of Staff

Elvin Montero brings more than two decades of experience in government affairs, strategic communications, and organizational leadership to State Street Associates. As Chief of Staff, Elvin manages strategic initiatives, client relations, and political outreach, ensuring that SSA’s advocacy efforts align with client goals.
In addition to his role at SSA, Elvin serves as Deputy Executive Director of the Chemistry Council of New Jersey (CCNJ), where he helps oversee the administration, programs, and strategic plan of the Council, which represents more than 100 companies in New Jersey’s chemistry, pharmaceutical, consumer products, and refining industries. Elvin is responsible for advancing industry’s priority issues such as energy, environmental policy, chemical security, and health and safety. He regularly represents clients and industry interests before policymakers and serves on advisory committees, including the New Jersey Domestic Security Task Force’s Infrastructure Advisory Committee.
Elvin has cultivated extensive relationships across New Jersey’s legislative and executive branches. He was appointed by Governor Phil Murphy to serve as a public member of the New Jersey Motor Vehicle Commission Board, confirmed by the State Senate, with a term through January 1, 2029.
A recognized civic leader, Elvin has served on numerous nonprofit and government boards and was honored by the Mercer County Democratic Committee as a “Democratic Rising Star.” He co-chaired Mayor Reed Gusciora’s transition team for his first term and was subsequently appointed by the mayor to the Capital City Redevelopment Corporation, where he currently serves as vice chair. He also serves on the boards of The Passage Theatre in Trenton and the Columbia Care New Jersey Advisory Board.
Before joining CCNJ and SSA, Elvin worked in advocacy communications for the National Council of Alcoholism and Drug Dependence – New Jersey (NCADD-NJ), where he led rebranding and strategic outreach initiatives. Earlier in his career, he held communications and digital management roles with national firms in the technology and research sectors.
Elvin holds a Bachelor of Arts from The College of New Jersey and completed graduate studies at the Annenberg School for Communication at the University of Pennsylvania.
